No, I don't KNOW why, but I'd GUESS that it's because a huge amount of fraud originates outside of the USA, and not a soul in the USA can prosecute relatives from these countries. If you're not under their lawful jurisdiction, then they don't quality that they need your business.

It shouldn't matter if you live outside of the US but, if you live contained by a geological area ( such as Nigeria or West Africa ) to be exact prone to scams, I can infer why they wouldn't allow anyone from that area to post auctions on the website. Because of rampant fraud beside eBayers from outside the USA. The problem is when it's outside the US, it is more difficult to prosecute.
