You could use a web proxy, G00GLE web proxy and a wide range come up.
If it's a country block (i.e I can't watch shows on the ABC site because I'm in the UK and my IP shows so) choose a proxy based in the same country.
If it's been blocked by your isp (e.g Tiscali recently blocked my boyfriend from playing EVE) excercise caution as using a web proxy can violate a terms of service, with the isp/game/site you could have your services and priveledges withdrawn.
If it's a webblock in a school/workplace: don't bother, I am head of ICT at a school in the UK, and run the whole network. I can always see when our students have tried to use proxy settings to go around the webblocks ;)

Answers: I will assume that you are talking around something along the lines of a membership sort of set up. If to be exact the case, and you would similar to your customers to pay you on an ongoing, or 'recurring' reason for your services you are offering, then making use of the Subscription reimbursement option would be the route you might want to lug.
To create a PayPal Subscription button, you must first log in to your reason, which is free to set up, and then use the tabbed links inside your narrative area found at the top of the page, and click on the one that say 'Merchant Tools'.
