Typically radio commercials are sold in :15, :30, or :60 units.
As far as content guidelines go, in order for your campaign to be successfull, it needs to speak directly to your target customer, and grab their attention.

Some commercials are very creative and memorable, but you don't always remember the product or service, only the funny or "odd" thing about it. For a commercial to be truly successful it needs to follow a very specific formula and contain as many of the following as possible.

Simplicity — finding the core of any idea
Unexpectedness — grabbing people's attention by surprising them
Concreteness — making sure an idea can be grasped and remembered later
Credibility — giving an idea believability
Emotion — helping people see the importance of an idea
Stories — empowering people to use an idea through narrative

Think of the successfull advertising campaigns of the past, Subway's Jerrod for example. Hits on all these items.

You need an understanding of:
- number of stations and formats in a given market
- ranking of those stations vs. your target market
- understanding of how to distribute share of your budget to the stations
- understanding of what the cost of the market will bear
- how many GRPs to buy
- time of year you are advertising
- type of message - limited time offer vs. branding or awareness
- how many different pieces of creative you have
- is it part of a larger campaign on other media or only on radio?
- what is your budget
- what are ultimately your objectives for advertising
- are you accredited?

If you cannot answer all of those questions, immediately hire a media buyer who can and will execute a plan on your behalf - they should be able to save you more than enough money to cover thier fees and the cost of doing creative.

Don't buy radio unless you are an experienced radio buyer. The sales reps will see you coming a mile away and rip you apart...

Answers: you can create a blog for biz opportunities and add a subscribe function to it. otherwise you have to go to the owners of some blog/website that already has subscribers base and beg them for their subscriber's list, though i doubt it will be for free.
