Answers: you don't induce the kids, induce the money holders, the parents. as long as money is the ultimate goal.
To generate demand, the product should have appeal to both the shopper and the consumer. In your case, the shopper would be the mom/dad/guardian, and the consumer would be the kid. The key would be delivering a product experience that would be relevant to the shopper and the consumer, even if it means two separate strategies.

The shopper would most likely respond to product trial/sampling, pester power by the kids (to be replaced by a smile or thank you, of course), and family themed advertising.

The consumer would most likely respond to endorsers(character associations), group think (what the "cool" people think about it and novelty (flavor, product form, packaging).
