If I wanted to start my own website (to trade jewelry), what good websites could I dance to? Cheap sites, that allow people to provide stuff online (as an online store). It must be Paypal supported...Please help.

If you know how to build a website, you can download website template free. If you know how to program PHP, you can download OSCommerce free.
If you dont know anything in HTML or PHP, you are out of luck and will inevitability to pay. Yahoo Stores are pretty suitable and fairly customizable. You achieve pretty complete solutions for it. You can check them out.
Others include Volution, ProStores, etc. All offer rented ecommerce store solutions.
But bar that you don't even sound set to sell online. You involve a cheap website, you can only transport Paypal? That wont take you far. People inevitability to trust online sellers. If you look cheap - they wont ruminate you are trustworthy.
Think about it - where on earth can they go online to buy jewelry? Bluenile? Overstock? All public companies that invested heavily contained by their website to make it support and look darn good. If your site looks cheap - no business how cheap your prices, you won't look trustworthy.
Etsy is very flawless with that but you own to pay for listings (very minimal, similar to $1) and it will stay up for about 6 months. Your best bet is to draw from a cheap website with close to 1and1 ($3 a month hosting) and use something like Mals-Ecommerce which accept paypal processing AND is free for basic features.

Answers: I'm completely sure that sending spam is the worst piece you can do to your business. Spam can damage your business figurine, make the ones that receive it ruminate you are unprofessional and desperate to sell and don't generate results. Why don't you start from the details: a good website and a blog? You own no idea how a blog in the order of your field can generate results contained by long term.
You wont find anyone giving them away for free - you could set up a landing page whre associates opt in and next start capturing your own - but its going to cost you some $ to set this up.
I suggest you work on setting aside a few dollars to start a budget to find at least the requisites in place
