Basically a prize is offered and you either phone or email to place your name on the list - a random person is selected to win the prize. The campaign not only induces increased purchase during the time of the sweepstake (some include uniwue codes printed on the wrappers) It also secures your contact details for follow up campaigns. The hard work is getting a true return on your investment by creating a customer who will come back to you - not just at times of a prize being on offer!

Marketing is easy, submit it to as lots search engines as poss, if u own blogs or profile sites add a relationship there, if you are on forums, make the addition of the site name descript to your signature, and unsurprisingly, word of mouth.
Any auction site would work against ebay, it just wishes time to get up to speed. A suitable way to launch the site next to a good amount of auctions is to publicize a launch date well surrounded by advance and impart people haphazard to join up to that time the site works, then on the launch afternoon you will have like mad of auctions to start with and site wont look clear to new users.
