PPC is a great way to pile it on but, almost everyone will fail the first few times they try PPC, blow $100's and run away from it for honourable.
There are many strategies and technique you need to swot or you will blow your money, I've seen it occur so many times, for example if you don't hold any successful campaigns running next to PPC then I outstandingly suggest that you don't use BROAD keywords.

Answers: You're talking about two different types of calls. Telemarketing calls are using random, sometimes computer generated calls. Debt collectors already have your number, and are trying to collect money you owe. If you want to block telemarketing calls, put your number on the national "do not call" list.
telezapper works well for the computer calls - can't advice you on collector calls.
