It all depends on who you use to carry the seo and sem for you, to be honest. I used a company (below) who optimised my pages and redesigned a few of them too, all for under 600.
Previously, I had wild quotes from 'other'companies who were charging 10,000 upwards, who were basically doing the same thing as what I got for 600. (Oh by the way, and thats UK Pound).
