Advertisers track "hits" on a website.isnt it worthless if the "hit" doesnt stay for more than 3 second?

I obtain lots of hits that have no page vision time, but those are from traffic exchange sites. Thats the breaks.
True, if a visitor does not stay for more than 3 second is worthless. These hits are usually classified by Analytics softwares under the "Bounce Rate" of a website to be exact users who do not visit more than 1 page of your website.
A moral hit - lets vote you would like someone to subscribe to your newsletter on the website and it would require a user to attitude or go through 3 page on your website to reach the confirmation page of subscription to your newsletter. Then a biddable metric to track would be the number of pages that respectively visitor visit on your website. This would help you classify a moral hit on your website if the avg. pages visit by a visitor is more than 3.
