What you can do with little or no money:
- post cards beside a picture of a wedding, your contact info, net site at floral shop, brides shop, spas, etc. You can have a partnership near them- they give you the bride information for you to phone and you gave them a comission. So..YOU telephone the bride
- See if you have a path to get the catalogue for upcoming marriages ( I presume you can have that from a broker). Again you telephone call them
- Leave your contact at churches and or ask them if they can advertise your business contained by any place
- Join as many network groups as possible
- Put an ad everyday at craigslist and other sites
