Yes I do think their is reasonableness in those arguements. I be a district manager for a shoe company within NY but lived in TX. I have 15 locations and prior to my district positions I ran lots stores. The Market Managers would send sale plans and strategies as a blanket for the company. However, regions are different and within those regions locals and customer pattern would differ as well. Malls that be on fire 10 yrs ago be now failing, due to other malls exit up. The Market managers would want to run indistinguishable Promo's or window displays and they be were not what that marketplace needed. My best example was Memphis. Memphis, TN have an older precinct in the middle of the city (been near forever) and newer malls opened surrounded by the burbs, well, indistinguishable inner city marketing was needed to change for the customer was different. The elder mall be now shopped by predominantly black women and their savour differed from the Suburban mother who is shopping for herself or her daughter.
