Many times men purchase lingerie for woman and in turn are a costly frontline for advertisers. Mens discretionary income normally go to things they want. Womans goes to in your favour and small priced items.
I don't think Victoria's Secret is self marketed in principal towards men -- but to both men and women

To the men -- buy Victoria's Secret products so their wives or girlfriends can look like Giselle Bundchen or Adrianna Lima

To the women -- to have a feeling the need to be as sexy and handsome as Giselle, Adriana and company (even if they don't have the models' bodies). Just look at their bi-annual public sale which is often a crowded big store event -- most of those buying are women.

Yes, they are selling sex through lingerie and they're doing it to both sexes
