Why does one site repute better than the other?

I did a search near G00GLE, using the keyword phrase- sports marketing. The #1 ranked site have 127 links pointing to them. However, the #12 site ranked have 19,100 links pointing to them.
How come the site with smaller quantity links pointing is ranked much better?
I thought the more links that point the better a site ranks? Now, I am lost. I typed surrounded by each domain near and with out the www. within " " marks.

The site ranking #1 is optimised directly for the keyword phrase "sports marketing" but the site beside the more backlinks at #12 isn't optimised for the keyword "sports marketing" it just have related content and will therefore show up surrounded by the results.
I bet if you took a look at the results again you will see that sports marketing is in the title description of the #1 ranking site but not contained by the title description for the #12 ranking site.
I think it's a thing with SEO. Some sites hav B*** S*** links and will be suspended by check out engines.

As mentioned above, if you use "link farms", these links are not well brought-up.
G00GLE use a complicated algorithm to try to get you the most relevant information on the first page. They do not disclose how the algorithm works.
