It depends on many factor. For example the Search Engine, the number of paid vs natural results on the page, the search residence etc., etc.
Average CTR is not a metric that would be useful contained by a model because the variance is probably the same charge of magnitude as the average itself.
A better metric for your model would be conversion rate, would you a bit have a CTR of 10% and a conversion rate of 2% or a CTR of 3% and a conversion rate of 10%?
