A marketing strategy is usually a prescription for a product that needs to be market. Therefore you need to decrease down on the product be it service, category of product, brand or company.
You will also need to ascertain the desired result of the marketing strategy. There can be one primary objective/result and one subsidiary objective.
Eg. McDonald Ads. They are selling the model that McD is a hip place to eat or pubescent. Primary objective : Make sure that the teen flea market do not go to their competition, minor objective : deal in burgers :)
Now strategy is a big master plan , and it consist of tactics which go directly to influence the market.

It MAY cost too much when the profit from the promotion does not pay for the exposure. Meaning that if you run a $100 ad and genreate $80 within sales. Yeah, that's too much for most businesses.
However, if you generate a strange customer and that has a large amount of value to your business, it may not be too much.
How is that possible?
For example... Let's say-so that I sell insurance and I capture a new policy from a $100 classified ad that I ran. The up to date policy pays $80 in commission the first month. So is that a unpromising investment? Not at all. Because it pays $30 per month respectively additional month. However, if I can break even respectively month on the sales I be paid through my ad... I will be WAY ahead within a few months or years through the monthly commissions.
You would find similar businesses for say a doctors bureau, a private school, tutoring, etc.
So breaking even contained by advertising works great for LOTS of business approaching insurance. As long as your business continues to grow and grow, investing and breaking even on advertising does brand name sense... well unless to be precise 100% of your business. Maybe even more than 50%. If you are a Realtor, Attorney, Doctor or other professional, return on investment isn't what you are going for.

It depends on what type of advertisment you be running.
Are they more branding (like Nike, Budweiser?) or they are promotional? For branding, you don't see too much increase because you want people to recongize your brand and your flier. But they don't really saw the ad and buy.
As for promotional, you must own some customer incentives, to make the customer want to buy. (like coupon, buy one go and get one free).
