He may be considered a "cadet" or a "recuirt" until he old pupils, but he is typically remunerated.

If he works for a sheriff's department (don't know which ones are up there), he'd be a deputy trainee or a recruit/cadet, but he'd still return with remunerated.
Obviously, he wouldn't be compensated as much as a fully-trained deputy/police officer (he'd capture a angle after the academy be completed), but he would still return with salaried.
The academy won't cost him any money.

Have you looked into another academy? Or another city / county? Perhaps for the sheriff's department? The academy (at most minuscule contained by Southern California and the CHP) doesn't cost any money. It seem resembling this one costs money because it's a small city?
I don't know anything roughly speaking Northern/Central California, but surrounded by Los Angeles, Orange, Riverside, and San Bernardino (counties and cities), the sheriff's department and city police departments wages for their recruits to attend the academy (and also pay envelope them while attending the academy).
