Depends what type of financial counsel. But you can generally ask associates at the bank for the majority of financial wants. Such as debt consolidation, loans and accounts.
If your looking for investment advice next your out of luck and you would have to any read up on it online (http://www.investopedia.com) is a good source if not you wont get much help out.

What are some worthy reference to use ?
what are some good reference to use as part of a post application. today had an interview and guy asked for my reference and i had to supply him an old record i made up few years ago ( since i never use them and no one have asked me before ) simply kept it incase , but never had used it beforehand .so i'm now unsure as to who i should use surrounded by future as a quotation , since i don't have that much work experience
Answers: Past employer, friends who have perfect jobs, teacher, people similar to that.
Someone with Dr. surrounded by front of their name is correct.
Also teachers.
