The best way to procure a lead position is to prove you're in place and capable. Ask your supervisor for some extra responsibilities. Volunteer for committee work or run the lead near a new initiative.
Maybe you could point out several cases where on earth you have already done some of these things. If you own established a sucessful track-record you have a much better unpredictability of getting the position.

Our current debt load be no problem when we both worked, but on just his income, we be going into the red every month. It's two and a half years after that, we've spent all of our hoard and I'm only freshly now recovered to the point that I digit I can start job hunting again.
