Applications and job?

i handed contained by applications and i asked if i had to call for or if the manager would call for, they told me the manager would but i enjoy had no phone call and for one application that i put in 3 weeks ago. if they really needed populace they would have call me. so should i still call?

I am asking a doctor (PhD) at a lab that I worked at over the summer for a recommendation for another summer research program.
