Ask around at locally owned small businesses. You can legally be hired, but in that are many regulations as far as time and reimburse. Most companies would rather not agreement with them, so to be precise why they say you enjoy to be sixteen. Small businesses already keep a close eye on labor and expenses, so you might know how to get your foot surrounded by the door. ALWAYS speak to the person surrounded by charge. Anyone else will probably deny you or give you the runaround.
