I am a full time college student and the only time I hold to get a situation is on the weekends. But no one will hire me produce my hours are so limited! i got a charge at a local video store on the weekends only when i be in college full time and doing clinicals at the hospital. its the busiest on the weekends, and they be glad that i wanted to work it, haha.

Answers: Although I prefer to apply in person, a lot of compaines no longer accept paper applcations... if they do I advise you apply in person...
... I feel somethings should not be done in a "modern" way and this is one of the highest ! I just feel it's very cold and the employer doesnt have any idea about the person apart from text.

depends on the company... a lot of companies now a days don't accept paper resumes, they require you to apply online due to local laws / regulations, etc... most likely the best thing is to apply online w/ a cover letter and if they provide a contact name/telephone to call in a few days and ask about the position and to see if they've recieved your info...

Is this person living on an "open" or "closed" installation? Have you advise the person at the total admission money that you want to serve a summons and complaint upon this individual? If not, let them know and they can contact that individual to see if he/she is inclined to voluntarily accept service.
If not, ask to speak near that individual's commanding officer.
Otherwise, follow your state's service of process statutes - does it allow service by mail or publication? If so, you may want to apply for a court charge authorizing service via publication.
