I don't know anything almost the police process, but I'm puzzled by why you think it could be unendorsed. Every business, organization, or elected representatives has indubitable criteria that they use to decide on human resources. There's no way that applicants can "appeal" these decision. It's just a silly belief.
I understand that this be important to you, but a police position is a fundamentally sensitive post, and they are right to be careful. I've missed out on job sometimes because of things that weren't "fair" to me, but it was still the right finding for them to make.
I would guess that the vetting process found something contained by your background that be worrysome...possibly either a line member or close friend suspected of involvement next to criminal activity. It may be something that you don't even know in the order of, but they realize that it could put you in a compromised position, and within the police force, they can't allow that.

not sure going on for your company but the company i work for i have to drive my own vehicle, it's a must, a piece of the job, and keeping it running is on me, but it is a affairs of state law they MUST pay envelope you mileage or some type of reimbursement.
