Arkansas. Seriously, much of our landscape is still under-developed and there are lots of job around where I live. (One hour north of Little Rock surrounded by a town about 20,000 people). It's stunning kind of approaching oregon, lots of pine trees here, hills, lots of grass, and nice culture to boot. Plus it's cheaper to live here. I've been within this state 5 years and I will probably never move back to the west coast. Summer's here are much approaching on the west coast, HOT! And--they are long, which means like mad of swim time. Almost 3 months worth.
Bullhead City, Arizona, or across the river is Laughlin, Nevada. Excellent weather, it's like a smaller Las Vegas, and singular 90 miles south of Vegas. Winters are very mild, summers are extremely hot. I lived there for 10 years back moving to Chicago, and plan on moving back here this summer.
That's easy. Pensacola...It is really growing. I live 30 mins outside of it and can swim closely. It isn't nearly as wet and dreary!

What is the best process to negotiate beside a consulting company for my billing rate?

This company bills the client company for my work like more than $100/hr. And they don't even foot me half of the billing rate. How do I negotiate to grasp a better rate?

What they pay you have nothing to do near what they bill your service for. Their deal beside you is their deal near you. And their deal next to their clients is with them.
They are within business to buy at the lowest rate for acceptable work and trade for the highest rate.
If you approach them do not relate them you know how much they are billing for your time. They will think you know too much.
I would narrate them, with adjectives the charm you can muster, that you must raise your rate for a while. This will give them the thought that maybe they can wage you more and still come out on their end. If you lift to much they will use someone else unless you are especially good. If so, of late raise your rate because they may be taking power of you. If they like you and your service thy will find a approach. This is a good lesson for you. Never below sell yourself.

The standard billing rate multiplier is 2.0 - 4.0 times your hourly salary. In the conulting world just because you bill out at over 100/hr doesnt be a sign of you should be making anywhere near that. If they make higher your hourly rate then your billing rate go up.
