If he have a TS/SCI clearance its as good as a league card. There are so few of those that i cant imagine him not anyone able move about get a position. I was give or take a few in indistinguishable situation 4 years ago when i got out. My warning is he should try to line up a chore before he get out. If there are contractors he works beside in his situation space he might want to talk to them. If he's made a correct impression on them they probably wouldnt postpone to add another cleared Electronics tech...thats largely how it works making the military/civilian transition to being a contractor. Now if he doesnt want to do one and the same job it will be much harder. He might hold a clearance but if he doesnt have a college level it will be much harder to get a foot contained by the contracting door...but it isnt impossible, i did it!
