They weren't trying to fill the positions... their space be under an extensive renovation project. The department have no where to house more staffers. The only instrument they could retain the positions on their books for later be to constantly post them and reject all candidate! Crazy, huh?
All of this to say, it may hold little or nothing to do next to you. If you're sure your resume, background and interview skills are top-notch a moment ago keep at it.
