My father contained by law spent the final year of his working life mortal signed off sick. He despicable being away from work but be advised by his boss to remain sick as taking not a hundred percent health retirement would seriously exhaust his pension. Some bosses can be human too.
However if memory serves me right he can be stale sick for 2 full years before they are competent to either retire him on medical grounds or dispense near his services as he is unfit to do his present job. The probability are he cannot resign because in doing so he have made himself willfully unemployed and insurances on his mortgage / credit cards / loans and also any state benefit claims would finishing. He may need the company to put together him unemployed. In some cases the grouping may have negotiate a long term sickness roll.
Temps cost the company more than regular staff but can be dispensed with slickly, so the chances are it get reviewed. Because it's been going on so long it's become the norm.
