I would sit down on your computer and type out a flyer with a schedule of things you're interested in doing and print out a bunch of them. Then stir and place them on mailboxes, bulletin boards (Libraries,laundromats etc) and at School Now.

When you discipline society who work for you, it is customary to bring them into your office, discuss the issue, tolerate them explain their position BEFORE issuing your judgement.
In addition, if you want to hold some respect from people, stand firm on your position and decision. Don't be afraid of yourself being reported to the better level manager.
