For me it's all included, it really depends on the section you live in, the issue individual whether or not their systems can determine HOW MUCH electricity YOU use as opposed other tenants, or hose down or whatever. Older places sometimes can't, so they can't charge you individually, newer places can.
you take-home pay for everything except water. sometimes boil is included.
Easy! just read the fine print on your rental agreement. Your rent includes doesn`t matter what is listed on the contract. Everything else you own to pay separately.

ermmm-I think one is call Montgomery and Fielded at Cricket in the desert during WW2.
I assume the other manages a series of burrows built by bunnies surrounded by fields around the Mr.Kipling Island within Rugby,Warwickshire near Uzbekistan.

I think a Fire Marshall is for when in attendance is a fire, makes sure eveyone out etc.
A Fire Warden is close to a nightwatchman who looks out for fire and raises the alarm if within is one.
I think the Fire Marshalls single show you the way to the muster point, while fire warden go and check toilets etc. to take home sure everybody is evacuated. Not sure though.
