In my city they allow 14 year olds to deliver and vend newspaper subscriptions. I suggest you have to be at most minuscule 15 with a work security to do anything else. Good luck!
14 years is tough to get a errand, but I'll share a few I've known of... one worked at a local park district/gym and have receptionist responsibilities. Family owned stores will consider, but you need connections. Little stands at malls will sometimes hire as young at heart as 14. You can get a much broader scope at 16... I worked at Best Buy and Panera Bread when I turned 16.
