I see them come through beside resumes all the time. I don't know if it's indecorous ... it just happen a lot. If it's a form missive type, don't include it. If it come from someone the future employer will authorize or respect, it couldn't hurt to include it.

To tell you the truth, there's some disagreement on that cross-question.
