If you are already working at a company and your Human Resource Manager asks you for a suggestion on another employee next to whom you have worked previously, I would offer an open and honest suggestion. Your loyalty at this point lies with your current, not your former employer.
If you are not however hired by this company, you should be loyal to your current employer and adhere to their policies just about giving references.
