the interviewer is a friend of my friend. I had an informal interview near him. It was a rush interview since he have a meeting to attend. He said we may have another one and he asked for my writing sample.

But the company I am working very soon would like me to sign another 4 months contract. So i sent him an email asking if he could make available me a reply asap i would be really appreciated . But he did not give me any reply until now(already one week)

so i am wondering if i should distribute him another email and get a definitive answer. or should i of late accept the proposal from current company?

Since i did not know if this is the "Canadian" way to reject folks (no answer=rejection). probably he just did not want to be too bitter since he know my friend.

What is the name of this company? Is it reputable? What do you know roughly speaking them? Are they asking you for money to join?

I would be leary of accepting a opportunity with a foreign company. I would adopt a job next to an American company who is sending me to a foreign country to work for them.

Many of these foreign companies, if they ask for any money as a "processing fee", "application fee", or any money whatsoever, are SCAM operations only trying to get your $$$
