I'm not in Ohio, but I can share what the law used to be in Michigan in connection with CENAs. If the laws are similar within Ohio, and his certification is current, he may want to work XX number of hours per year. His best bet might be to find a nursing agency that will allow him to work on an on-call basis and allow him to work a few hours a year to carry on his certification. He also may inevitability to complete so many inservice (continuing ed) hours per year to assert his certification.
