I was rehired at an organization I used to work at but the new official who they have presently is a total idiot and I can't work with him. When I vote idiot, think of Michael Scott on "The Office" but ten times worse!
Now my current manager's boss, who be also my old manager's boss, have a lot to do beside me being rehired. So when I put my 2 weeks observe, I was thinking of calling him and explaining why I'm quitting, because I do quality like I owe him an explanation especially since when we have the interview, I told him I was excited to return and stay next to the company for awhile (I'm leaving lone after 5 weeks). Do I explain it's because I can't work with the topical manager? Is nearby a more polite way of indiciating this short getting my manager contained by trouble? Cause he's a nice guy, but work-wise, he is not very smart, disorganized, annoying and lethargic with poor headship skills.

This is illegal to the point of man hilarious. If your fiance is truly an independent contractor (IC), he have a contract to provide services to the company. Does that contract specify any sort of penalty for non-performance? If not - the company is out of bounds to attempt to assess one.
Since the company appears to be attempting to institute disciplinary movement against an IC, that makes them a co-employer. Your fiance could supposedly sue under the proof that he is actually a bona-fide hand of the company and thus is entitled to all of the beneifts of an hand - group health coverage, profit-sharing, regular pay packet increases, and so on.
How are the fines being assessed? Are ICs supposed to write a check to reimburse the company (see paragraph #1, above), or is it being withheld from their check? Without a specific written agreement, docking a billing invoice (for an IC) or a paycheck (for an employee) is unanimously not legal. BTW, if he is anyone paid as an hand (payroll taxes deducted, reception a W2 rather than a 1099 at year-end etc.), he really is not an IC - if the company is freshly calling him an IC in charge to avoid paying benefits, etc., that's also illegal.

It is legitimate. They're contractors, not employees, who work on a per-job cause. The company is forcing them to share in the financial loss when they don't show up. I guess this company have had some intensely irresponsible people.
Since he is an independent contractor, next to no guarantee for future work, I don't see how they can really fine him for not showing up.
All they can really do is negotiate a lower rate on adjectives jobs base on his previous job gig (which would not be good if he wasn't showing up for work). They can't travel back and subtract the fine from a previous job as they can't travel back and renegotiate his income after he's taken and done the job.
But, to penalize him or require him to earnings fines when he isn't obligated to work for them in the adjectives and they aren't obligated to hire him in the adjectives - I just don't see how they can enforce it.
If he's signed a contract stating that he is agreeing to a fine for not showing up, afterwards he can be held accountable for reimbursing them for those fines, even if he never go back to work for them. If they purely changed the rules on a whim, perfect luck in trying to collect it. Like I said, adjectives they can really do is just not repay him as much for future job or just not hire him anymore.
