Don't know the details of the complaint but possibly any or both of you don't know where the queue between motivation and bullying is.
As others have said, it depends. When managing a squad you have to be sensitive to your squad members' personalities. What seem like department banter to some can seem to be like foul language to another, so you really have to be overt to how people respond to see you to get the best out of them. You enunciate you challenged her, which is fine as its your duty to seize the best out of your staff, but think just about how you did it. Could it be construed as being aggressive? Did you treat her any different to other squad members? Why not ask a trusted colleague how they see your command style. If a formal complaints procedure is now within process you should, under no circumstances, ask the individual who made the complaint what her problem is, as it could be construed that you are bullying her further. Whatever the circumstances you obligation to get it resolved asap
