If you are not his direct boss, the only entity you can really do is make sure his direct boss (and HR) know how scantily this guy is performing, and how his attitude is affecting the work relations with everyone contained by the company. They are the only ones who can really do anything.

going for the interview, don't wear pant even if they are dressy. Wear a nice skirt outfit that says this employment is mine. Try to pick something out that has a wispy jacket. It just looks more professional when you put in the jacket. Also, make sure what ever you choose isn't too low cut - a look approaching this could cost you the job. I one-sidedly wouldn't wear head to toe red, but a red top beneath a neutral (black, gray, task force, beige) suit would look fantastic! Not am employer but I will give you my assessment. I think red is great but you shouldn't do too much of it. Don't wear a red suit. If you own a red blouse to go beneath a black or blue suit that's fine.
