You need to speak to *her* supervisor around what is going on and let him/her traffic with it. When her staff come to you, politely but firmly insist that they must be in motion through her to work out their problems, particularly since you are not the direct supervisor. In the meantime, start looking for another position because this is not a good situation where on earth supervisors aren't doing their jobs and human resources are unhappy... if the CEO is bailing, what does that read out about this company?!

If you own an HR representative, I would go and discuss the issue next to the rep. Since your CEO is leaving, it doesn't nouns like it wouldn't issue if you discussed it with him or her.
Have you thought in the region of discussing the issue with this dedicated supervisor? If you are above her, you should also try re-directing her staff right back to her. I've done that within the past, and it seem to reduce the number of interruptions that have occured.
