When an employer says you are over-qualified, it's because they don't want to own to pay you more than they are prepared to pay for that mission. If you have more testimonial than are necessary, you may want more money (maybe not right very soon, but eventually) or you may leave as soon as a better paying available job comes along due to your qualifications. They are trying to find someone that they can depend on for an extended time minus the worry of you departure or wanting more money than they can pay.
I hold absolutely no view why an employer wouldn't hire someone who is over-qualified. If I had to guess, I'd voice maybe they're afraid that the prospective hand lied on the application. In other words, why would a person who can do so much more aim such a job? EDIT: As for those who articulate they're afraid the employee will go after a short period of time or will emergency greater pay, it's other a possibility. But an employer can simply deny an employee's request for a pay increase or, if the member of staff quits, simply rehire.
