I've never hear of pre-paid college except in the sense of parents knowing which college that they and their kids want them to attend. They money the current room and tuition expenses ahead of time and then the student can attend w/o verbs of tuition increases. That's the only prepaid college I've ever hear of.

No. Employers recompense employees for providing the labor to engender the business work. Humanitarian work can be done on the employees off-time (weekends, holidays, leave, etc.). But if a person wishes to join the Peace Corps... tolerate them. The Peace Corps is a volunteer organization, close to the military is... and it's members are salaried for the work they do. On the other hand, if employer were to do the samething they do for folks who are called to alive duty, like hold a position unequivocal for them for a couple of years, that would be a great thing.

Really, it's a matter of system and committment. Are you organized, and do you prioritize? Are you committed to getting the job done? It sounds approaching you are. Problem one solved.
Problem two is that your tasks are taking longer than you expected. Have you examined why they are taking longer? Is it because you did not have adjectives of the information or tools available? Is it because the tasks were more complex than you originally thought? Is it because you've allowed interruptions or other time-wasters to interfere? Do you hold a grasp of how long it typically takes you to accomplish convinced tasks?

You should keep a log to track how much time you lift to do things. (eg: transport from one place to another, eating meal, checking email, phonecalls, paying bills, etc)
Once you have figure out the average time it takes, you will know how to plan your time better. Also add an extra 10 minutes or so to tasks so that you won't run out of time.
Using a timer will relieve -- so if you plan to only do something for 15minutes, a timer ringing to indicate that time is up will minister to. Set the timer for 10 mins so that you will have the extra 5 minutes to finish up.
Plan time for transitions too. -- ie: the time it take to get form one place to another for a reunion, the time it takes to shut down the computer etc etc)
Get A, B, C List and prioritized your tasks. Always put the most prominent and urgent tasks first.Identify your time wasters and avoid or at lowest minimize them.
