Answers: Restaurants, bars, (People hold to eat regardless they are making money or not) and most low ends job ($6/hour will break employer's bank acct) and walmart, local groceries, (people still want to buy underwear etc) Local costcos (their local warehouse never slow down even after sept 11th 2001's attack)
Most companies that provide "necessaries" will not surfer as much as the companies provide "Luxery stuff" (for example, computers, GPS, digital camera, consumer electronics will exp. slow down while local food/groceories/ supermarkets / all within one dept stores will not)

Most public service job would fit. They don't lay off when the flea market is down or sales are down. Teacher, police, etc. - those job generally remain. The individual exception to that might be small 'factory/mill' towns. If the bulk of the budget depends on 1 factory, and that plant closes during recession, it can result in the loss of public job. Most mid to large cities are big plenty to be insulated.
