Answers: Labor is divided primarily into 2 categories from a compensation perspective - hourly and full time workers.

Depending on the nature of service / product the managing provides, it decides on which category of labor it have to depend on the most.

So if it’s a seasonal job/product that is produced, the hourly workers are preferred. If it’s a year round service/product, afterwards the organization tend towards full time employees.

Cost of maintain full time employees is other higher as they are around even when nearby is not much to do; further, the overheads of work space, insurance, compensation, health and safekeeping etc., can add up pretty hastily.

Again, it also depends on whether the product or service is knowledge intensive; if it is, consequently the organization have to evaluate what is the cost of and chance of procuring hourly staff versus full time staff. Access to labor market and labor skills are critical in decide which category of workers is preferable.

Sometimes it is in the organization's interests to hire full time and train them over time while have an attractive compensation program in place that retains staff as it develops their skills.
