I dont think they can. When they get their satellite license, it was agreed by both companies that they would never merge. If they want to merge, they hold to get the senate to allow it. The government can transport as long as they want to grant that approval. They were hoping to own an answer by the end of the year. Sirius said they provided 6 million page of documents so far. Geez!
