Answers: Probably fraud, unless you specified and interest in a Nigerian company. If they are asking for any money up front, or for more personal information than was on your CV, then definitely fraud.

Not enough detail provided. Job offers from abroad often are fraudulent, requiring the victim to pay for applications, work permits, visas, etc. and the job does not exist.
You can verify a genuine job offer by calling the company, using a phone number found in a reliable source, not in the offering letter. A reputable company would invite you to an interview at their expense so that you can decide whether to accept the position.
