For a sale tax receipt you would need to contact the department of taxation, business license would be the city. I think the best entity to do is call around and see if the different departments will fax you the applications, that course you can complete them and make sure you hold all the requirements (sometimes corporation papers, or you have need of a business license before you can draw from a certain permit) previously you make the trip to their bureau.
