My boss gives me full reign to switch my department as I see fit but it's because I keep him surrounded by the loop on everything that's important. I inform him (them really, two share the position) when something is going on or when I suspect trouble somehow. And I other do my research to be sure I give him the right answer when he desires something from me. Also, I always make a contribution him the credit if something comes up, say contained by a meeting, that we enjoy previously talked roughly speaking.
