UPS and FedEx both determine rural locations based on their distance any from their main HUB (not necessarily considering local offices) or distance form a city. When dealing beside prepaid labels your best bet is to other inquire about the availabilty of pickup beside the carrier. I hold never heard of any carrier refuse to pick up a package next to a prepaid label. I own however heard of empire waiting days for such things to be picked up. My drivers are both consistantly flagged down by people wanting to endow with them a package to be precise prepaid (returns, etc.)

I do agree they really don't seem to income as well as they should. Both my husband and my brother-in-law own worked for Wal-Mart in year's former.
