No it's not legal...that's why artists be paid cd's for you to purchase at a store...so they get money from it. It's approaching downloading music through programs like Limewire...it's unauthorized but people do it. That's why they made Napster money over so the artists were getting rewarded and why you can buy a legal edition of Limewire and why they created things like iTunes that style the artists get money for their work unlike if you download it or rip a cd, or dvd for that concern, and make copies. For example, if I write a program for my own use and decide to deal in it, I can obviously do that. If I write a book, again, I own the copyright, so I can do that.

I don't know about a report. Perhaps they designed the store keeps a journal of your returns over time. I did see a news story roughly stores after the holiday season cracking down on returns. If you don't have a reception they will not refund money, but may issue store credit instead. Clothing not have tags may not be permitted for a return, etc. (people have be known to buy merchandise use it for a afternoon or two and then return it for a settlement, clothing in particular)
