I have Dish Network and HATE them! I hold tried paying twice online with a check, and respectively time they have returned it proverb that I entered my commentary info wrong. I don't have Dish Network, but I own heard pretty a few horror strories over the years about them. But previously I get into that, I required to address your idea more or less the BBB.
The Better Business Bureau is a joke. It's a company that survives solely base off the companies that it have listed so it is surrounded by the best interest of the BBB to make sure that any complaints are wash away because if a company gets to various complaints, they no longer qualify to be a member of the BBB and that would not be within the best interest of the BBB.

2 months go by and the company still won't respond to the customer and so the customer files a complaint beside the BBB and turns out so did about 10 other relatives, in extremely similar circumstances. The company responded to the BBB stating each complaint be "made up and completely invalid" and the BBB wiped the complaints from the officeholder record stating that respectively complaint had be officially address to the satisfaction of the BBB, depsite zilch actually have been done.
The BBB doesn't benefit ANYONE but the businesses who are nominated with them. Don't idle away your time ever using them! There are a ton of stories like this too. Just query BBB and see what I mean. It's really mournful.
As for the Dish Network, my parents paid for the product and installation. The product come about 10 days after they said it be and the installers never showed up. My dad attempted to install it himself and found about 3 missing parts. He contacted the company who just about 30 days later sent one of the 3 missing parts. During this time they be billing him for a service he couldn't even use.
He contacted them and told them to come pick up their dish, they said they would send postage salaried boxes for him to return them. They never did. It's been 6 months presently. To this day they still name about once a week asking for their money. Each time he say "where are my boxes to return this equipment to you"? and they never answer. :P

Forget trying to upscale stores, we HAVE upscale stores. People who progress to Macys and Target are NOT going to change and progress to Walmart. Its just rough logic. Market to YOUR customers...and yeah, they may differ from store to store.
Take this years decision to quit doing layaways. Though this might be okay for upper crust stores its not for walmarts. Many ancestors layaway at walmart, during blitz (Black Friday) and Christmas season so they can pick up the layaways with Christmas bonuses. They do NOT adjectives have credit cards, etc. as walmart reasoned.
Then here was the blitz itself. There be nothing brand new or different from years before save for a few items. Nothing was really cheap and like mad was sour brands. They could not compare to Best Buy on electronics.
Walmart scored big next to the blitz in the impulsive years, but its time for a new thought. One really GREAT item a day for 30 days perchance. Get people into the store EVERYDAY to buy, they will spend money on other things while they are at hand...a real Sam concept for a metamorphosis.

Wal-mart is cheaper and have a better selection surrounded by some areas like form and beauty. Target have nicer dishes, kitchen stuff, linens and home stuff, electronics and toys. Target has quicker checkouts and its force are more likely to know how to answer a customer's question. Target also have wider aisles and generally feel less anarchic than Wal-mart. After reading this, it seems strange, but I shop at Wal-mart more regularly than Target, since I'm usually going in for original things like rag towels or toothpaste.
