I know this b/c I'm an accountant and I subscribe to CFO magazine . . . . in an article they did a few months ago, the did a study of public co's and solely 1/4 of the time does a CFO make it to the CEO rank. Get an MBA and an Accounting designation. Then work for 10 - 20 years with a company and possibly you will get nearby. Or, you can open a corporate company and you can become one minus any education...but next where would you be.

I've used this strategy before when I own a qualified candidate I want and a second, slightly smaller amount qualified candidate that I'd also similar to. While I'm trying to hire that first one who's a little more qualified, I inevitability to keep my option open so I'll build sure the second one is kept interested and this type of language is something I may consider using. None of it is untrue . . . . perchance it's not morally totally upright . . . but you come across to want an honest answer.
There is one other possible answer . . . the HR person like you better but the DofOps likes the other claimant better. The HR person wishes to keep you occupied until the issues with the other aspirant plays you. If that falls through, then you're nearby, eager and geared up to fill the position.
