It depends on how you define competence, on your priorities about a motor.
In my opinion, Japan manufacturer are usually more cost effective and terribly good at details and customer thinking. For myself, I would go for a Japanese sports car. For instance, with its recent models, Toyota is becoming more and more attractive as a mid-class saloon brand (also more expensive, by the way).
But if your quality perception also includes a prestigious symbol, I think German cars are still far ahead. Just regard to the top models from Porsche, Mercedes, BMW or Audi compared to the top Japanese. OK, Lexus is also good, but it's the simply one.
Of course, pushing to the extreme, if you really want a dream car you should move about Italian (Ferrari or Lamborghini).
